1.1 Description of Investment Projects: Rarely has the Government committed to supply gas at fixed rates. However, during negotiations for the ABC Project with American company, both parties have spoken on gas supply and gas prices for the operation of the ABC Plant as a matter of utilities, not raw materials.

1.2 Investor’s position and request for benefits: INVESTOR A has requested to be granted the right to have an uninterrupted gas and other utilities supply at the fixed discounted tariffs for entire life of the ABC Project of 25 years. Government responded that gas prices at the internal market are subject to fluctuation depending on export price to Europe in line with the purchase agreement with Russian Oil and Gas company.
