General overview of Radio Frequencies

State Committee on Radio Frequencies of the Republic of Uzbekistan (the “SCRF”) is authorized to allocate radio frequencies to users and Center of Electromagnetic Compatibility (the “CEC”) issues permits for acquisition and installation or design and construction of radio electronic equipment (the “REE”) and permits for use of REE. Both the SCRF and CEC are subdivisions of the Uzbek Agency on Communication and Informatization (the “UzACI”).

Uzbek legislation does not contain any specific legislation regulating the allocation of specific radio frequencies (cellular operations, data transfer, broadcasting and etc.). Existing laws are not very clear in many instances. Issues of allocation of radio frequencies are governed by the following general statutory acts, as follows:
