a. Whether telecom license could be guarantee by local laws

The Law on Licensing of certain types of activities provides that type of activity for which the license was issued can be carried out only by the entity to which such license was issued. Transfer of the license or rights granted by it to other persons is prohibited. Therefore the telecom license cannot be used as a guarantee.
