Subsoil Act (2002) Overview

According to the Subsoil Act 2002, the title to the subsoil is vested with the states, whereas extracted minerals can be owned by both state and private entities (legal and physical). Mineral extraction may be prohibited in populated or industrial areas, if such extraction may prove to be dangerous to the safety of population or cause damage to the environment. Mineral deposits can be industrially exploited only after the exact amount of resources of such mineral deposits was confirmed by competitive authorities.
