Ability to repatriate hard currency funds out of Uzbekistan is guaranteed by Uzbekistani laws, e.g. Foreign Investment and Foreign Investors Guarantees Laws. It is not a practical problem if a money-remitter has its “own” hard currency funds as described above. It is a practical problem as long as the JVC has to resort to currency procedure established by state authorities.
