Decisions of ministries, state committees and other government authorities are considered as binding only after they have been registered with the Ministry of Justice. Exception is made with regard to so called “technical” documents which do not have “normative character”, i.e. do not set a general “behavioral standards”. It is usually expected that it is the Ministry of Justice which decides whether any decision of this level is available for registration or has technical nature.
