Below is a brief overview of Telecommunications Licensing issues in Uzbekistan:
Uzbek legislation does not contain specific procedures regulating licensing with respect to design, construction, exploitation and rendering services with respect to telecommunication networks. Rather there are several general statutory acts that regulate the issuance of telecommunication licenses as a whole and in particular define procedures for licensing of certain telecommunication activities.
The Licensing Regulation is the main statutory act regulating licensing of telecommunication activities. According to the Licensing Regulation preliminary state approval in the form of licensing is issued by the UZACI and is required to carry out design, construction, exploitation (Pursuant to the Licensing Regulation, exploitation includes, among the others, technical maintenance of the telecommunication networks) and rendering services with respect of the following networks:
- Local;
- Intercity;
- International;
- Mobile radiotelephone communication, i.e. cellular communication;
- Personal radio paging;
- Transfer of data; and
- Dissemination (broadcasting) of TV and radio programs.
A separate license is necessary for each type of activity.
