Provided below is a brief overview of the procedure of commissioning of new operations by the State:
The following are the necessary steps that need compliance with standards, when commissioning of new operations
- Nature preservation;
- Industrial safety;
- Fire safety;
- Sanitary epidemic safety;
- Energy inspection;
- Gas safety;
- Sewage disposal (purification);
- Precursors;
- Precious metals;
- Final Act.
Each of the above procedures require relevant approvals or expertises to be conducted by relevant state bodies; some require payment of state fees.
When all technical requirements are fulfilled and approvals are obtained after the installation of equipment, the ad hoc working committee consisting of representatives of more than 10 state agencies will need to issue interim act of compliance.
After that, ad hoc state committee will need to issue Act on Acceptance and Launch of The Facility. Only after obtaining this final act, the Company may start production process.
